Worked for Norfolk Southern (NS) for 32 years – 22 as a railroad police officer, 1 as manager of safety (responsible for Operation Lifesaver Program), 9 years as manager of Grade Crossing Safety on the Western Region – 4 operating divisions in 10 states. While in the NS Police Dept., developed NS first Grade Crossing Investigation Course and trained eleven other instructors. As manager of Grade Crossing Safety, worded with the state of MS to develop a statewide corridor project resulting in almost all public grade crossings being signalized statewide on NS system. Changed the way the railroad industry approached grade crossing signal projects and closures.

Railroad Track Safety Consultant/Investigator/Expert Witness, providing assistance to Attorneys, Railroad Construction Contractors and Engineering Companies since October 2005.
Experience in the enforcement and training of 49 CFR, Part 213, Track Safety Standards, and 49 CFR, Part 214, Roadway Worker Protection, and On-Track Roadway Maintenance Machines and Hi-Rail Vehicles. Fields observations regarding various cases have been conducted and reports provided as necessary. Also, professionally prepared reports have been submitted on behalf of plaintiffs at the request of the representing Attorneys.
Numerous successful conclusions for plaintiffs of FELA cases and highway-rail crossing incidents have been accomplished from 2005 to 2011. Experience in gathering, analyzing, and reporting the information discovered during investigations has been successfully demonstrated to various Attorneys throughout the country.
I am retired Federal Railroad Administration (FRA) Track Safety Specialist and former Acting Assistant Commissioner of Maryland’s "Railroad Safety and Health" Program. With 25 years enforcing state and federal regulations, along with participation in Operation Lifesaver as a Level 2 Presenter, a history of progressive experience in railroad safety has been achieved. I am currently a member of AREMA, as well as NARSCI.
I also have experience working with the Department of Defense concerning the Army/Air Force Track Standards, in relation to FRA’s Track Safety Standards at facilities in Maryland and Virginia. I am also a retired Technical Sergeant from the Virginia National Guard and a graduate of Essex Community College in Baltimore County, Maryland.
