Mr. Bolds is a self-directed Technical Professional with demonstrated expertise in Railroad Tank Car Specification, Maintenance, and Hazardous Materials Regulations. Mr. Bolds is presently Managing Consultant of BOLDS & Associates, LLC. Mr. Bolds has 27 years experience as a career employee of Union Carbide Corporation, now a subsidiary of The Dow Chemical Company. His experience includes 7 years as chemical plant maintenance engineer and 20 years as a rail equipment engineer at the South Charleston, WV technical center for the fleet of 2700 tank cars. The last seven years his position was Senior Staff Rail Equipment engineer and the corporate subject matter expert for tank cars. His accomplishments include:
· Hazardous Materials Employee responsible for specifying the authorized tank car type, mechanical equipment, material and structural requirements, interior coating, gaskets, and elastomers compatible with the lading.
· Developed the "Super Draining Tank Car" with liquid retention of 8 oz. or less.
· Project Manager for the specification, acquisition, construction, inspection and delivery of over 2000 tank cars including 400 tank cars to meet 286,000 lb. Gross Rail Load requirements.
Since starting BOLDS & Associates, LLC in 2001, Mr. Bolds has consulted with major chemical companies to eliminate Non-Accident Releases (NAR) from tank cars, establish Quality Assurance Programs, and comply with Federal HazMat Regulations and AAR Tank Car Standards and Recommended Practices. During this time, he has consulted and acted as Expert Witness in tank car accident and accidental loss of lading cases. In 2005, BOLDS & Associates, LLC became associated with PVB Consulting Inc.
For the past 20 years, he has been an active participant in the Association of American Railroad’s Tank Car Sub-Committees and has served as Chairman on numerous Task Forces. He also serves as Chairman of the Process Team of the AAR’s North American Non-Accident Release Prevention Committee. He presented a paper on "Tank Car Securement" at the 2005 and 2006 AAR/BOE Hazardous Materials Seminar. Mr. Bolds served in the U.S. NAVAL RESERVE on a Supply Ship during Vietnam War as Legal Yeoman Second Class. Mr. Bolds holds a B.S. in Mechanical Engineering (1972) and a Master of Business Administration (1974) from the University of Texas at El Paso where he was elected to Pi Tau Sigma and Tau Beta Pi.
