LIGHTING/VISIBILITY/ACCIDENT RECONSTRUCTION. Applying the equations of physics and mechanical engineering to perform accident reconstruction. Specializing in lighting/visibility
issues using the sciences of optics, photometry, day/night photography and videography. Employs computer models of railroad headlamp illumination, target/background contrast, veiling glare, vehicle
dynamics, time-speed-distance equations, etc. to determine object illumination levels, line-of-sight motion, target visibility and crew reaction times. Measurement and computation of ambient and
active illumination onto target bodies. Influence of fog, rain and other factors on optical performance of train illumination systems. His professional experience includes 20 years with the U.S.
Department of the Navy, designing missile guidance systems. He is an inventor of DSMAC (Digital Scene Matching Area Correlator), the precision electro-optical guidance system used on the Navy's
TOMAHAWK cruise missile. Mr. Sobek holds a Degree in Physics from Thiel College and is licensed as a Professional Engineer in the State of Indiana. In addition to NARSCI, he is a member of the

Mr. Sottile was born and raised in New York City and attended public and parochial schools, Cornell University School of Industrial and Labor Relations, and the U.S. Department of Transportation Safety Institute. He is a Marine Corps Veteran and a life member of the Veteran of Foreign Wars. His railroad background includes nearly 42 years experience in railroad signal circuit design, signal system project planning and installation. He is an expert in all wayside signal, rail/highway grade crossing, and on board locomotive automatic Cab Signal/Train Control (ACS/ATC) applications. His Federal service included extensive accident investigation training and has participated with the National Transportation Safety Board investigating casual factors of major accidents in New England, New York and New Jersey. He is experienced in high speed rail (French TGV), and Magnetic Levitation applications. He supervised federal inspectors monitoring installation and deployment of the nine aspect Automatic Civil Speed Enforcement (ACSEs) high speed rail system and four quadrant grade crossing installations on the Northeast Corridor between New Haven, CT and Boston, MA. Mr. Sottile was also a member of the Positive Train Control standards working group promulgating new federal regulations prior to deployment and implementation of this system in the 21st Century. He completed Labor Law certification at Cornell University and has assisted with FELA cases for the Brotherhood of Railroad Signalmen.
