Railroad Accident Reconstructionist and Safety Consultant. Mr. Loumiet's capabilities include train and traffic accident reconstruction, vehicle and train dynamics analysis, train braking analysis, slack force analysis, railroad-highway grade crossing safety, vehicle and locomotive event data recorder analysis, highway and work-zone safety, and transportation and reconstruction software development. He has been a researcher on federal and private-industry projects involving the development of highway safety standards, the design of highway safety devices, and the development of train and traffic accident reconstruction software. Mr. Loumiet has consulted on hundreds of highway and railroad accident cases in litigation for both plaintiffs and defendants, and has testified as an expert in both federal and state courts across the U.S.

Mr. Loumiet is currently President of James R. Loumiet & Associates, Inc. and an associate of Railroad Litigation Experts, an association of railroad safety consultants. He has participated in braking and crash tests involving motor vehicles and trains and has authored over 20 technical papers and reports dealing with accident reconstruction, train dynamics, and highway safety, some of which have gained national recognition.

Mr. Loumiet is a member of the Society of Automotive Engineers, American Society of Mechanical Engineers, National Association of Professional Accident Reconstruction Specialists, Midwest Association of Technical Accident Investigators, National Association of Railroad Safety Consultants and Investigators, and the Air Brake Association. He received a Bachelor of Science Degree in Mechanical Engineering from the University of Missouri-Kansas City in 1988. He has also received specialized training in accident investigation and reconstruction, vehicle dynamics, large truck accidents, motorcycle accidents, pedestrian accidents, train braking systems, roadside design, highway signing, and computer simulation of collisions. I am a retired Federal Railroad Administration (FRA) Track Specialist and former Acting Assistant Commissioner of Maryland’s “Railroad Safety and Health” program, with a total of 25 years enforcing State and Federal Track Safety Regulations.  As a former Operation Lifesaver (OLS) Level 2 Presenter, I worked on the education of the public concerning the danger of highway-rail crossing accidents.

I also have experience working with the Department of Defense concerning the  Army/Air Force Track Standards, in relation to FRA’s Track Safety Standards at facilities in Maryland and Virginia.  I am a retired Technical Sergeant, United States Air Force Reserve and I am a graduate of Essex Community College in Baltimore County, Maryland.

Twenty-two years operating management experience as Transportation Inspector, Freight Trainmaster, Passenger Trainmaster, Supervisor of Train and Engine Crews, Hearing Officer and Division Supervisor of Operating Rules. Extensive experience in chairing company investigations and hearings involving fatalities, personal injuries, train accidents and violations of the applicable operating procedures. Was responsible for instruction of operating crafts (train and engine crews, M/E, Maintenance of Way personnel and supervision) in the carrier's operating rules and timetable and for the monitoring of the on-the-job performance of all such personnel. Specializes in matters involving railroad operations including rules interpretations, train operations, hazardous conditions involving railroad rights-of-way and railroad-highway grade crossings, emergency response to railroad accidents and the transportation of hazardous materials, and acts as liaison with local government units (including Local Emergency Planning Committee) in matters involving railroads.
