Railroad Safety and Federal Regulations Consultant. Mr. Jackson began his railroad career as a brakeman on the St. Louis Division of the Southern Railway, working between Louisville, Kentucky and
East St. Louis, Illinois in May 1963. He was promoted to a conductor in June 1964. In April 1968 he accepted a position of Trainmaster on The Fairport, Painesville and Eastern Railway in
Painesville, Ohio. He was promoted to Assistant General Manager of Operations in 1969. Mr. Jackson accepted a position as a Railroad Safety Specialist with the National Transportation Safety
Board in Denver, Colorado in February 1976. In May 1977 the NTSB promoted and transferred Mr. Jackson to Kansas City, Missouri. In July 1982 Mr. Jackson accepted a position of Railroad Safety
Inspector (Operating Practices) with the Federal Railroad Administration in Harrisburg, Pennsylvania. In January 2001 he was promoted to Chief Inspector Federal Railroad Administration in
Hanover, Maryland.
Mr. Jackson has served as Operations Group Chairman on two NTSB major train accidents and Operating Practices Chairman on three FRA major train accidents. Mr. Jackson received a Superior
Achievement Award from FRA for outstanding contributions in the training effort and enforcement of railroad safety regulations in 1996. He also received a Community Service Award from the
Secretary of Transportation in 1997. The FRA honored Mr. Jackson with the Inspector of the Year Award in 1998. His most recent award was the Region 2 Leadership Award in 2003.
As of January 2001, Mr. Jackson has been the Region 2 Manager of FRA Alcohol and Drug Testing Program, with responsibility to catalogue, inspect and report on all railroads in the region. Mr.
Jackson has been the team leader in Region 2 for accident/incident reporting for the last ten years and has been assigned to perform a nation wide accident/incident personal injury audit three times in
the last five years. He is very proficient in personal injury, train accident and rail/highway grade crossing accident reporting.
Mr. Jackson has attended 38 selected training courses during his government career to enhance his ability to better perform his duties as a FRA Inspector. Mr. Jackson is available to assist railroads on
the requirements to be in compliance with Federal regulations and laws. He is also available to assist attorneys and railroad employees on litigation issues such as personal injuries.
